The difference is 38.36 percentage points. Android’s share is approximately 2.25 times iOS’s share in that dataset, calculated by dividing 69.17 by 30.81. Neither calculation turns the data into a count of individuals.
What is being measured?
Statcounter’s methodology says its usage statistics are based on page views across its network, rather than unique visitors. Someone browsing frequently can contribute more observations than someone who rarely uses the web. Activity inside apps is not equivalent to the page-view measure.
For that reason, do not multiply the percentages by an unrelated estimate of global smartphone ownership and call the result Android or iPhone users. The two datasets may use different populations, dates and definitions.
Why other reports can give different answers

If a report claims an exact number of users, look for a definition of an active user, the observation period and whether one person with several devices can be counted more than once. A percentage with no source or date is not a reliable answer.
